北京市城市管理委发布的《实施公厕革命提升服务品质工作方案（征求意见稿）》中提出，在“十三五”期间，本市组织实施第五次公厕革命，进一步提升公厕服务品质。今后，除臭设施将作为公厕基本设施，新建、改建公厕都要加装除臭设施，到2020年底覆盖全市。为了解决一些地区如厕难问题，方案征求意见稿提出“鼓励餐饮行业厕所开放”。将利用沿街厕所对外开放，解决一些地区如厕难问题，鼓励餐饮行业厕所对外开放，对厕所开放、管理、维护到位的餐饮企业，免收或减收餐厨垃圾处置费用。

此外，北京还将出现一批“集科技、基本公共服务、景观建设为一体”的精品公厕，明年起至2020年，各区每年都要打造5到10座精品公厕。到“十三五”末，北京将“以固定式、附建式公厕为主，社会单位公厕对外开放为辅，移动公厕拾遗补缺”。如厕环境得到根本改善，消灭三类以下公厕，街巷胡同、城乡结合部及农村等平房区公厕得到全面提升，拥有一批智能、节水、节能，资源循环利用的新型公厕，除臭、无障碍等人性化功能基本实现，餐饮行业厕所对外开放，交通、旅游、园林及铁路系统公厕服务显著提升。

Policy | Beijing's Catering Industry Open Toilets in Exchange for Reduced Garbage Fee 

Beijing Municipal Bureau of City Administration launched the Toilet Revolution's Service Quality Improvement Implementation Plan (Draft) that said the city will organize the 5th Toilet Revolution to further improve service quality of public toilets during the 13th 5-year-plan. Odor free facilities will be the essential to public toilets and will be installed in newly built and refurbished toilets. By the end of 2020, all public toilets in the city will be covered. To solve the problem of no toilets in some areas, the Plan encourages the catering industry to open their toilets. If the restaurants along the streets open their toilets to allow others use, and can manage and maintain toilets properly, the restaurant will be partly or fully exempt from paying garbage fee.

Besides, Beijing will build some high-quality public toilets that integrating technology, basic public service and scenery. Each district will make 5-10 such toilets from next year to 2020. By the end of the 13th 5-year plan, majority of the public toilets will be fixed and affiliated toilets, supplemented by toilets from social sector, and mobile toilets as contingency. The environment for people to use toilet will be much better. The toilets below class III will be gone. Public toilets in the bungalow area, lanes and rural-urban fringe zone will be renovated to a new level, to be replaced by new type of smart, water-saving and energy-efficient, resource-recyclable. The functions of odor elimination, disability assistance will be realized basically. The catering industry open their toilets. Toilet service in transportation, tourism, gardens and railway system will be significantly elevated.
